Sister,

Kaal:--> The Guy(doesnot mean any human,its the soul created by GOD while HE was developing/creating this world) who does bad, does not want any soul from this world to get salvation. Thats his normal work. He will be there in existance since the begining to end of this world.

Mahakaal:--> He is the similar Guy "kaal" but when he is in his complete mood+mode of distraction, he is called as mahakaal.So we should not look at him with bad feelings, as he is doing what he is supposed to do, its human who is not doing things that is wished from him.

Thats completely my view on "Difference between kaal and mahakaal".
